First of all,

I’m amazed by how many foreigners have remarked about being stared at. It’s interesting, isn’t it? Perhaps even bewildering that YOU, a FOREIGNER, would be stared at a nation with a highly homogenous population!? Isn’t that amazing!? Who would’ve expected?

You can say the same for ANY country, ANY where. Go to Pakistan. They’ll stare at you. Go to Russia. They’ll stare at you. First case in point however, if you don’t want to be stared at, THEN TRY TO BLEND IN. TRY. Can’t you try? I take the MRT daily, and I see many foreigners use it too. (The MRT, for those uneducated and ignorant foreigners who’ve even refused to learn the acronyms, is the Metropolitan Railway Transit)
What’s funny about the foreigners I see? Nobody stares at them. They keep to themselves. Why? Because they blend in. You can say the same about ANYONE in ANY country. If you stand out then you’ll be stared at. Simple as that. I’ve seen more fraction of Taiwanese people being “stared at” than you foreigners.
